This metric does not reflect 100% accuracy for currently available regions on OSgrid. OSgrid is comprised of many levels of region hosting, some of our users are simply testing the OpenSimulator software and their simulators are only up as they are using it, and then it is shut down in a way that does not remove their region(s) from our database therefore their space remains populated but non-responsive to teleport requests and neighbor region requests. Some of these testers will never return and their positions will remain populated until we occasionally run region clean-up routines depending on the availability and time constraints of the 100% volunteer administration team. We estimate that at any given time up to 50%+ of the regions in the database will not respond at some time during the day. Since OpenSimulator is also considered very alpha and it is still very early in development and because of this this fact many simulators will crash and become non-responsive from time to time during the day, or even cause issues with avatar appearances or even effect the overall stability of the entire grid. Because of the wide variety of people using OpenSimulator, everything from your basic explorers to your advanced server administrators and everything in between that makes OSgrid what it is, the quality of service from region to region can vary greatly. You should not expect a consistent experience from region to region when you are exploring the grid, if you keep this in mind it can make your experience here much more enjoyable. Unlike other grids that have all of their regions and services hosted in the same data center, OSgrid has literally hundreds and thousands of hosts and operators, spread across hundreds of countries and cities world wide. In theory you could be crossing over a region border from Dallas into Bejing and network distances like these can effect the overall experience and it should be expected that not all border crossings will complete 100% of the time. Many grid simulators are also run over home based DSL/Cable broadband connections, the speeds of home network connections can vary greatly from the advertised speeds you are supposed to get, as these advertised speeds are generally max rates, and are in no way guaranteed unless its specifically stated otherwise in your contract. Because of this region communications, teleporting and overall grid stability can vary greatly from region to region and can effect grid travel and all functionality from time to time.
